Yamaha 250 HPDI low RPM issue

Here is the issue, when I launch from the hole at low RPM the motor spits and sputters and almost as if the motor wants to shut down. But as I trim up, and the rpms get up the motor seems to run absolutely fine boat runs 70-71 with no issues. Any ideas? Thoughts?

Have you changed the plugs in a while?
