Black cap on drivers console

'02 Skeeter SL210.....on the drivers console top left towards the bottom of the windshield is a black cap (about the size of a nickel) that says "oil fill and vent".....any ideas what this is for?

Thanks for the help and info. What I interrupted from this is that I should be able to see fluid when I open the cap and that other than checking the fluid on occasion there shouldn't be any maintance (unless I notice the steering isn't "normal" and I see hydralic fluid).
