I think it is just a matter of two different people filling out the paperwork.
Do you round up or down? I have filled in apps for registration and it is up to you to write in the length.

Wrong. Per the 1998 30th Anniversity Ranger brochure the R 91 & R 93 are 19' 8" long, the R97 Reata is 19' 1" long. Which if rounded to the nearest whole number would make them 20' and 19' respectively.
right, according the the specs page on BBC it is indeed 19'8". I have been asked a few times how big my boat is, I usually say 19 foot but the president of my fishing club says I should it a 20 footer. I love BBC
