Keep in mind a 1997 doesn't have a VRO pump but rater an OMS pump. A very good unit. Yes, there is a pump withot the oil side you can use. If you simply don't want the oil injection and your pump is OK, just plug off the inlet and disconnect the wires on the pump.
Personally I wouldn't have a 2 stroke without oil injection. But I don't buy into all the old wives tales about how bad the system is.

I suppose it could due to lack of lubrication but I don't think it would last too long without locking up. Any alarms? You could try mixing oil in tank and see if it helps. But I would start by checking compression. Check spark at each plug with timing light.
If the oil side is not working and you premix, you'll get all the rpm you would with the oil side working IF everything else is working correctly. If you think the problem is fuel delivery / pressure related you can check the pump with a pressure / vacuum gauge. Most times you'll find this situation is caused by some ignition or carb related issue.
