Trim and tilt problem

I have a 1977 Johnson 115 model 115ETL77S, ser no J4800687 and the trim and tilt has some play or movement in it. I can actually pull it away from the stops about one or two inches. When I am running the force of the water pulls it away from the boat and when I stop I can hear it slam back into the stops. I have checked to see if there is air in the lift cylinders, but they seem to be full. Can anyone help me with this?

Can anybody take a wild guess at this? Everybody seems to be stumped. Maybe I should call Johnson's tech dept.
