Its on a taper...all I did was tap a blunt chisel behind the washer being careful not to hit the shaft...it pops off.

I use the crescent wrench that I use to loosen the nut. Put the round part of the wrench on the foot, and just push the hendle down, and it pops it loose every time.

tap the edge of the washer TOWARDS the boat with a rubber mallet. A few soft taps towards the boat not away from it and it will pop off

That's what I did, except I used a hammer. Doesn't take much to break it loose.

Just don't ding the edge, hit it flush.
