I think I know the clamp you are talking about, the way I always did it was to take a small flat blade screwdriver and slide it between the two jaws until all of the teeth release. If it not to tight you can the teeth to the side, in the direction the hose is running, until they separate. I hope you can picture what I am saying. Hope this helps.

You can try and open the ratchet clamp by sliding the jaws if it proves too difficult then just cut it off with a pair of cutters.
Those Ratchet-clamps are easily removed using a needle nose pliers by putting the tips on the middle "ratchet" and twist the pliers about 45° either way, and they will pop right open.
