2000 Champion 203 - Trailer Question

My trailer brakes are locking up. Can anyone help a guy out on what might be the problem. Thank you for any help.

Drum surge brakes? I had two different problems at different times. First, the adjuster screw fell out of it's location, and would cause the brakes to lock on occasion. Second, I had the lining fall off the shoe and lock up against the cylinder. Both times I just replaced the entire backing plate with new setups.
