Evinrude 150 1998 will not start.

I have an Evinrude Ficht 150. Ser# G04400978. Model:E150FSXEC 1998. It had Kit 5001212 done May 1999. I bought it used with 150 hours in 2004. It has never rune well. Started ok but ran rough and never produced full rpm. I have tried new plugs (indexing) as recommended by shop manual. But no long trerm change.
Recently I started it and idled out of the marina. It would not increase rpm but stall. restarted a few times, but would stall as soon as the throttle was applied. finally it quit, never to start again.
I got primitive diagnostic software that told me there was water in the fuel. This was a hard code. I cleaned the fuel and blew out the lines and cleaned the filters, etc. I have again replaced and indexed the plugs. I have checked all wiring and all lines, all okay. I do get a spark, though it seems weak to me. The coils tested ok. Fuel pressure is good and the injectors, both fuel and oil tested ok. The engine cranks well.
It will not start. My computer seems to have some trouble communicating with the ECU so it tells me, but then it will get through and give me the code for water in fuel.
Should I replace the water sensor ing the fuel filter? Or is this an ECU problem. Should I get a New ECU? Where would I get one?

The ECU is the likely suspect,They can be rebuilt as mine was,I have the same motor only Johnson instead of Evinrude.
I sent mine to DFI Technoligies,cost to rebuild was just under 700.00 new is close to 1500.00.
I was having different code issues and my motor was running,but chose to do the rebuild anyway.

You made the Static Tests, and all came out OK. So next step is to check the CPS (Cranckshat Position Sensor). With computer on , try to start the engine and check for RPM revolution, if RPM isn't show, could be sensor gap is to far, bad sensor or bad ECU. Try first and spend after.
