Probably not if this hypothetical engine is already at it's hypothetical red line or running against it's hypothetical rev. limiter.

NO my engine is not maxed at wot. It runs 5000 rpm wot. I am thinking if I raise as if it had a jack plate I could get more speed and rpm. That might push it alittle higher to the max
You need to know where your motor is in relation to the pad, what your water pressure is .......etc before you can make that decision.

Not necessarily. If its 6 inches below the pad, you can raise it. What kind of engine is it?
I have raised mine as high as 2.5 inches below with my lower, with no loss in pressure. Do you have the 4 holes for intakes on each side, or the little black grate looking thing?
