Art I to have the exact year model engine and struggle with this as well. My mechanic said hold the choke for a six count. It didn't help. Once it is started for the day it never gives me any more problems.
By any chance has the oil tank been removed and converted to a "manual mix" for the gas? If so, I had a problem with a 2.0 (same design) until I started running the fuel out at the days end of fishing. The gas was evaporating in the carb bowls and allowing the oil to remain, so it was trying to start on oil rich gas. Once I figured this out, I could run the gas out and next fishing trip pump the bulb, hit the enricher for a 10count and the motor would fire without problems. If it tried to die, just bump the enricher.

I have a newer model carbureted Mercury and it was almost impossible to start even after it was tuned up. Here is the procedure that always works for me:
1. Pump bulb up tight.
2. Make sure motor is level.
3. Choke for 12 seconds.
4. Bump starter just long enough to turn motor over.
5. Choke for another 10 seconds.
6. Open throttle up about 1/4 to 1/3.
7. Turn starter on.
The motor starts immediately using this procedure. Once the motor starts I have no more starting problems the rest of the day unless the motor isn't started for a long time.
I had a XR6 and it was the dickens to start, ended up it was a trouble this the connection at the key.
An Carb'd motor is like a woman....it takes different things to warm them up and get them ready to go, and just when you think you've figured it out....they change their mind!
