To my untrained and unexperienced mind, that looks like a vacuum developing in the gas tank.

Explain the Beeps, how long on how long off or is it a solid beep?

I'd have to say that your low oil pick up in the tank is bad.

    You need an inline gauge.

Confused: Half a tank of oil or half a tank of gas causes your problem???

Please make it clear whether the oil tank or the gas tank seems to be causing your problem.

Disconnect the two wires from the oil tank, follow them from the tank into the motor pan, once you have disconnected them run the motor at the RPM were the problem occurs, if no more horn replace oil tank sender, if horn is still there reconnect oil tank sender and look for three or four wire connector from oil pump, disconnect it and run motor again, no horn, you need a OMS pump.

AFTER you fix the horn problem see if the motor still bogs.

Disconnect the oil hose at the pump, there should be a yellow plastic plug attached to the line. Put it in the oil line and tie wrap it. Cap off the fitting on the pump. Disconnect the oil tank sending line (low oil) and the VRO alarm circut. Mix at 50:1 (pint to 6 gallons of gas).

Where might someone get one of these in line vaccum gauges? The pickup in my tank is 23 years old. Wouldn't mind checking it.
