At the battery terminals, a digital voltmeter should show a max of 15volts, 14.8 or so, with a fully charged healthy battery. At idle, voltage will be around 13 until rpms are increased a bit. A dash mounted voltmeter is often inaccurate.

I use the volt gauge on my Lowrance. When I start it it seems like I have a low battery, like it barely wants to turn over. Your numbers seem to jive with what I am seeing and my tach works so I think I can rule out the regulator and/or stator. So either I have a starter that is going out or a bad battery. The battery is only 3 months old, Trojan 1000 cranking amps, which I know doesn't mean it can't go bad. But will a statrt that is starting to fail sound like a weak battery at start up?

There could be poor connections in the battery primary leads to the starting motor. Any resistance causes a voltage drop, and this would make the battery appear to be weak.
