Engine stalls

My friend has a 40 hp Evinrude1997 it starts real easy with the gas at 3/4 as soon as he drops down to about 1/4 to idle the engine it stalls.It runs great and sounds great running above 1/4 gas but cannot get it to idle. Can anybody tell me if the carbs need adjustment or is it something more serious.I know the guy that had the boat before him and he did not abuse the boat but also did not use the boat alot.Any help would be appreciated..... He needs to check the compression, the ignition, and if both are good he will need to check the fuel system.

Does it keep running if you keep choking it?

Don't know if he tried choking it.I will see him today and will try choking it if he hasn't tried already. Will get back to you. thanks
