How to add trim fluid, on 2000 Johnson 175 (carb)

How do you add fluid to the trim unit on a 2000 Johnson 175 ? I assume you have to trim the motor up, take the cap off the reservior, and add fluid? but as soon as I take the cap off, fluid runs out! and I can only get a small amount of fluid in. The cap is located on the bottom half of the unit, why is that? is there another way to add fluid?

Here is the plug, but this is an older engine.

    Here is a diagram.

That is the correct place to do it! Then follow the bleed off procedure. Trim motor to ground with a block of wood under the skeg. Release the manual release screw about 3 full turns and cycle the trim up 30 seconds then down 30 seconds, 5 time tighten the release screw and try it out.
