$500 is going to be tough to do buying new. Best buy has a T2 with a 18-55 and a 75-300 right now for $599. That is a pretty good deal. I have not shot with that camera but have used the older Rebel that my dad has and it is a fine camera for a beginner. I wouldn't rule out used either. Look on Fred Miranda, look on here and C/L as there are great deals to be had all the time.
I think Wal Mart has the Canon T3 with an 18-55 lens for <$500 on their Black Friday ad. Or check Adorama and B&H for refurbs.

B and H had it for $464 today. Target has it all the time for $499.

I went to Wolf Camera and they recommended the Nikon D3100 on sale for $599.
What do you experts think?

I've got that camera, and I like it. It's my first DSLR, so my expertise is very limited. And even the word "expertise" is too strong of a term...
It takes good pictures, and the kit 18-55mm lens is a good lens. I got a 55-200mm as part of a package from Best Buy, but I think I should have waited on that and gotten a faster lens for indoor shots, instead. The camera body doesn't have an autofocus motor built in, so any lens you buy for it will need to have a motor. That limits you to the AF-S lenses, instead of the AF lenses. The only other shortcoming is the cropped sensor, which will also limit your lens choices, but not too severely.
Overall, I'm very pleased with the camera. I'd buy it again if I went back in time, I just might have saved some money and not gotten that 55-200mm lens.
Nikon and Canon make good cameras. I recommend you take your daughter to a camera store like Wolf and let her get her hands on both cameras to see how they feel, where ther controls are, etc. If the store will let her, you should also put on the different lens so she can see the difference in their capabilites.
