Sounds like the same model I have. There are four bolts on the sides of the plate, 2 on each side (3/4" wrench) . Loosen them, but don't remove them. Now, in the middle of the plate, just under the front of your engine you'll see a long threaded bolt (All Thread) that has a nut (1-1/16" Socket required) welded on top of the threaded rod. With a ratchet & 1-1/16" socket, turn it to the right to raise, turn it to the left to lower your engine. When done retighten the four 3/4" headed bolts.

When I adjust mine I tilt the motor down,put a block of wood under the skeg,and tilt the motor just enough to touch the wood.That takes the pressure off the plate and makes it easier to adjust and it shouldn't bind up.
