rough idle

i have a 150 pro-v and it runs out great but has a rough idle is this a normal condition for these motors, i have always owned merc motors so i'm not sure.

Have you tried new plugs yet?

i have tried new plugs, had the carbs cleaned and adjusted twice by different technicians and it still has that agravating stutter at idle, if it is just a normal condition i guess i can get used to it but i don't want to urt my motor either.
