I've got a tandem axle trailer and I replaced the carpet on the inside fender boards last year and mine were made out of plastic, about 1/4 in. thick.

Look up C&O Marine and call and ask for Carol. I bought some from them last year. They can cut and carpet them for you and they are very reasonable on price. I believe it is actually a nylon type material.
