Are they offering scholarships ? or is this just like a "club" just curious as I know a few good young sticks that are gonna be college bound.

Right now there is only one college in the country offering scholorships...all the clubs are basically being handled as University clubs. You should encourage those good young sticks to get involved in the program where they decide to attend, if that school has one...if not maybe they need to look at another school.
