No- it's not.
When properly setup (and proper flow in the engine is occurring), you should expect:
-1-4 psi @ idle speed
-12 psi MINIMUM @ WOT (prefer to see 15+ for safe measure)
I'd be looking for a potentially STICKING POPPET VALVE (or a MAJOR setup problem).

Ok, the water pressure and Speed were hooked up backwards at the switching units. Also, the speed switching unit is bad and the dealer is sending a new one.
Water pressure now at 4000 RPM is about 7-8 and at WOT is 14-16.
That's much more like it.![]()
