    Yes, it is... and it's the one I prefer.

    There would be no need to add Marine Stabil unless your fuel is left in the tank for more than 30 days.

    If running the Mercury Component Cocktail- I recommend utilizing Mercury Quickstor (per bottle recommendations) to protect fuel that will not be consumed, and replaced within 30 days.

    Quickare does contain a stabilizer (but is not concentrated enough for longer-term storage of fuels).
