1999 Merc 225 efi bogging down..

I think I posted in the wrong forum yesterday so sorry if you see this twice.
I have a issue with motor not wanting to take off when coming out of the hole it almost acts like it's carberated and wants to flood. It only does this on take off and after about 5-10 seconds this it takes off and never misses a beat. At first I thought it was bad gas so I ran out all the gas from both tanks and the fuel lines were replaced last year. I also ran seafoam thru it as well. And one more thing it will act as if it is running out of gas if your are idling for more than I'd say 75 yards or so and when this happens the bulb will need to be pump and it will fire right back up...When the boat is in nuetral it will rev up fine....I hope this makes sense I know I jumped around a bit. Like I said if it were a carberated motor I would swear it was flooding out..

Simply by virtue of the fact that when you pump the primer bulb it recovers/doesn't stall out, you have determined that there is a FUEL DELIVERY PROBLEM.
