I pulled up the outdoor carpet on my small concrete balcony and the concrete surface is chipped, etc cosmetically. Wondering my options, replace outdoor carpet? Skim coat? Ive heard the carpet holds moisture etc and is not a good idea

thought about that. Its a condo so I have to check if tile is ok. In order to stain I prob have to skim coat the rough surface. not sure if a skim coat will adhere good etc
I have been meaning to ask this question also because when I bought my house, there was carpet down in the basement. There was a water leak and all the carpet was pulled up (it was not glued down, put down with tack strips). Now I have all these small concrete nails around the edge of the room. When I pull them up it pull up a chip of conctete. Is there a product I can use to fill these holes? I am thinking of painting the floor and want it to look half way decent.

Drylok sells a mortar that works well. It's very fast drying so use what you can for a 10-15 min. time period. It's made to seal/fills concrete and block. It's like a hydraulic cement.
