Can we get pre approved if we know the amount of money we want to borrow??I know it also depends on the boat.

Also how many years back can be financed?

Pre approvals do not work in the toy loan business. What you are buying and the loan value VS the loan amount is a part of the loan puzzle. The lenders want to know what they are buying for the money. We can look at a bureau and see what that looks like and make a judgement from that. Any formal approval needs a year, make and model of what you want to buy. The boat could change before getting done but no approvals without knowing what you want to buy.
