The key is whether or not the gearcase is equipped with low-water pickups.
Models with low water pickups (2001-> models, with a few earlier exceptions) will achieve a minimum of 15 psi @ WOT.![]()

The 3 liter engines of that era use a high volume/ low pressure pump. I have the same exact motor (1997 Mercury 225 EFI) and Don is spot on!
