Use anti seize on the nuts and as tight as they go IMO.I'm sure there is a "specified" torque but as long as they're tight as can be you should be good. Just avoid stripping or galling.
When re-installing, use plenty of 3M's 5200.
As far as torque, there is no set number but I have used 60 ft/lbs on transoms containing wood and on composites as long as you also use a transom support plate to spread the load. This is what I mean by a transom support plate. http://www.basspro.com/webapp/...-11-0
