Some kind of crossover/suv, but that rectangle of light (reflection from camera illuminator maybe?) is odd.
Other than that, the 'normal' rear lights are proper position/shape for something like a Kia Sportage.

The rectangle of reflective material seems odd. Wonder it is a folded up hitch carrier, life for a scooter or something. And is so, wonder if the bottom lights are mounted on the rack? So many of today's SuVs have such similar light placement and shape.
If nothing else, find the balloon they tossed out and submit a swab to Ancestry. Maybe two.

I think the parts that make it look like a rectangle are reflective tape, which is reflecting the infrared light back to the camera.
Assuming its reflective tape on the back of a vehicle, I'd guess its either a utility company or some type of LE. Neither should be tresspassing. The utility company might have an easement however.
