This is Not the first time they got caught . Penske was caught cheating at a road course race last year . This involved push to pass and shifting and traction control all done by computer programs , his cars were the only ones with the technology . But , I ask this question , when you own the series and the track . Who is catching you cheating . Penske owns the Indy Car Series and the Indianapolis Speedway , they make their own rules and enforce their own rules . This is not the first time a cheating scandal has hit Penske .
