Just got done wiring up my VST and I'm not getting any pressure from the EFI pump (not turning on). Meter shows 13.2V at the positive side of the teminal. I pulled the NEG wire off the pump and grounded it, nothing there either other than "allot" of sparking when wire is grounded.
This leads me to believe that the pump has seized up because current is flowing through it, is this a good assumption ?????????? There's fuel in the VST, you can't even hear nor feel the pump turning.

If you have power at the "Positive" terminal, and provided a ground to the "negative" terminal (with no pump function), then yes, it would be a good assumption that the pump has "seized".

Here's a way to sometimes unseize a electric fuel pump. Take the pump out of the vst tank. Get a can of Mercury power tune block off one end of the pump and fill the pump with the power tune. Let it set overnight drain it out and hook a battery to the pump. If it doesn't start running reverse the wires to make it run the other way and keep reversing until it starts to run. This has not failed me yet. Give it a try.

I've had pretty good results from this also. HOWEVER, since you would be "new" to this type of effort, <U>PLEASE READ CAREFULLY</U>:
TO HELP AVOID THE RISK OF FIRE OR EXPLOSION.... IT IS IMPERITAVE THAT ANY ELECTRICAL "CONNECTIONS OR DISCONNECTIONS FROM POWER" BE ACCOMPLISHED WELL AWAY FROM THE FUEL PUMP (WHICH MAY CONTAIN FLAMMABLE/EXPLOSIVE FUEL VAPORS)
PROPERLY CONNECT WIRES WITH RING TERMINALS TO THE PUMP, AND MAKE YOUR CONNECTIONS FOR "POWER SUPPLY" AT A BATTERY OR POWER SOURCE AT LEAST SEVERAL FEET AWAY FROM THE PUMP ITSELF. IT WOULD BE WISE TO WIRE A COMPLETE CIRCUIT, UTILIZING AN ENCLOSED "MOMENTARY ON" SWITCH TO POWER THE PUMP FOR THIS PURPOSE.
Don't ask me how I know..... I've never had this "mishap".... but I know someone who did!!!!

I've heard that before too, but instead of using power tune, Sea Foam was used. I did try that trick on the bench and I'm sorry to say, it was of no help, locked up tighter than Fort Knox.
In my efforts to stream line, eliminate weight and make things simplier and more cost effective, I changed out the Merc VST and went with a BOSCH 044 EFI pump mounted in the boat. Had to add a regulator and return line and all new hoses plus a relay for the pump, and without question, I went to pre-mix at 50:1. So this ended up costing me less than $290 vs. $500 for a VST pump only. I would have stayed with the OEM VST set up but I refuse to pay that kind of money ($500) for a simple EFI pump and "O" Ring Kit from Mercury, had it been priced at around $200, would not have thought twice about buying one, but I refuse to take it in the a$$ when buying such over priced parts.
