I had a 9 mounted on a 1 1/2" (I think) and it worked well. A 1" may not hold it on the road or rough water.

That's what I have with 10" garmin and longer arm. I fold it down to the deck when running. It works, but I upgraded this year to a D size ball and shorter arm and have already decided to get an over the pedal mount and ditch the ram. The only benefit to the ram is that you can change the angle it sits at very quickly to minimize sun reflection.

My bow Lowrance Ti2-9 is on RAM-D-111U-C | w/ Short Arm 3 x 11 Inch. It's upper plate is about 8.5-inches above the floor.
Also have Ram Hi-Torq Wrench for D Size Socket Arms / Mounts RAM-KNOB9HU . The Ram mount stays in same position, unless I get the wrench out; I don't fold mount to floor while on lake (65gps) or road.

I like the 3-inch x 11-inch upper plate for my Ti2-9 metal gimbal bracket. Large upper plate might support longer plastic gimbal bracket better than a smaller upper plate (?).

You want a D-size on a 9, especially if it is an HDS.

I have my Eagle Eye 9 Live on a C size Ram mount, with the short arm. So far it's been fine for the water I've run in, which is about 1 - 1 1/2 footers. So nothing all that rough. I also have my HDS 9 on a C size Ram mount, with the medium size arm, but the arm is in a horizontal position, so while it's holding the weight of the unit, there really isn't a leverage affect like there would be if I was using it to hold the unit in an elevated position. No problems with either of the 9's I have as of yet.

But like Team Colibri said, a D size would be a better choice. I just don't have the room to mount a D size base where I have my HDS 9 mounted at the console. I think I'll be fine with the C size, but would prefer a D.

They make different styles of bases, you can also cut them down to fit if needed.
