IF they are servicing the system for a defect in the system, crosspin, or bushings, then yes- they should replace it with the new kit during that service (should apply in most cases of Warranty or Product Protection).
Keep in mind that "loose hardware" is not covered under Product Protection plans.
That said- there is no "mandatory replacement" campaign. Simply a Service Advisory that an improved product is now available when servicing or replacing hardware.

Would the torque spec for the new pinch bolt and locking nut be the same as the threaded bolt it would be replacing..... 23.6 lbs/ft ? Kit come with any paper with related info since it wouldn't be covered in the service manual ?
Do you have to replace the rod, or can you use the rod that’s already in there? If you can use the existing rod, do you have the part numbers for just the screw and nut?
Replace ALL components with the ones included in the kit.
Kit contains the crosspin, stud and jam nut.
Stud is torqued to 17 lbs/ft (23 nm).
Jam nut is torqued to 17 lbs/ft (23nm).
When completed, make certain there is adequate clearance at the back of the boat for the gearcase if engine is trimmed full-down.
Run the engine FULL DOWN and HOLD THE DOWN BUTTON in for 4 seconds (one thousand one, one thousand....).
