Hand control handle spinning on shaft

How do you tighten down the outer handle? I don't see a way to remove the rubber cover to access any screws, etc. The outer shaft is slipping on the inner shaft when I rotate it.

You Can't. You have to replace the handle. This usually happen when the handle is turned to far in one direction and try to make it go further.

That's a horrible design. Possible to extend it all the way out and epoxy it in place? I don't really care if it pushes back in.
