2021 Phoenix 818 with 175 SHO - prop suggestion

I'm helping a friend that recently purchased this boat. He's only getting about 5,000-5,100 rpms running 60mph. Holeshot is very slow/sluggish. The prop is a worked solas scorpion 23p and the motor appears to be at 4 3/8" ptp. I think it needs to come up to closer to 3.25", but I'm wondering if anyone has a similar setup and what they're running? Any help would be appreciated. I have a 175 SHO on a 618. My best performance is with a 22p SHO prop at about 3.25".
