I'll give you the same advise that was given to me when I started...
Read, read, read. Get a couple books like Tom Kirkmans' Rod building guide and/or Dale Clemens Advanced Custom Rod Building and start there.
As far as tools go you'll be surprised at how little you will need.
Careful though. You're treading in dangerous waters. It's very addictive.

Tony hit it on the nose. It certainly can be addictive! I have links to those books he mentioned on my website...look at the "Links" page and it takes you to thier listing on amazon.com. I also have some informative articles posted on my website. The other websites will be very informative, as well.
I also have a Rod Maintenance & Repair DVD that would be helpful as it describes a number of tasks you will be doing when you build your rod. i.e. wrapping guides, applying tip tops, etc. I tried to make it fun, too. They are available at these retailers...www.mudhole.com or fishsticks4u.com. If you don't see them, ask them for it!

From someone that just started a few months ago, this is what I have learned.....so far
Absolutely read everything you can, and watch the DVDs. Go to the websites listed above and look around. Then just do it. After about 8 rods, I am just beginning to know what I did not know. That is where the learning starts. I am only starting to understand how much of an art Rodbuilding is, and the knowledge base that is required to make truly custom rods.
Look for blank specials and buy handle kits and guide sets. Talk to folks in customer service and they can set you up with components that will make it less painful to start. Start small, start smart.
One thing I have done is to go down to a sporting good store and buy some cheap rods (~$5) and use them to play with, practice marbling, wraps, CP vs no CP to test colors etc....
A few hints, make sure your hands are clean, and take the time to prep your guide feet and burnish your wraps.
