I have an Atlas on my Z520C and for max speed have it at 11-12 on the digital gauge. But as mactiman says the key is to target about 3” for prop to pad height. My motor is mounted a bit low which is why I need to run it at 11-12.

When I had a 520C with an Atlas jack plate, I also had it set on 7-8 for takeoff. It will matter, however, which prop you are running, and which engine. Mine was an Evinrude with a 25” 3-blade Fury, with extra vent holes. Full disclosure: it would take off fine at up to 13 on the jack plate. Just a little more blow-out. As another poster mentioned, which batteries you are running also matters; also whether you typically run a full tank of gas or 1/2 tank; also whether your live well is full or not; also single driver or driver plus passenger.
I have an R boat now, but my last one was an 18 520C with the 2 stroke PXS. That boat was pretty quick. 4 lead acid batteries, poles, loaded heavy and always full of fuel. It would run 72-73 consistently. I ran a 24 fury in the cooler months, and a 24 tempest plus in the summer. It had an atlas plate and at take off, I'd have it all the way up and start bringing it down when I stabbed it. Boat would jump out of the hole. For running, by myself, a high 7 to a very low 8 on the gauge was the spot. With 2 people, a high 8 to low 9 was where it ran the best.
My partner has the same boat, but an L. He runs his at 10 and in my opinion, it's way too high. You can hear him coming for days, rooster tail is very high, and he complains it won't run. When I drive it, it's back to the same numbers I mentioned above, and he tells me that it's 5 to 6 M.P.H. faster when I drive. I've told him countless times he's running his motor too high, but old habits die hard. LOL.
On my 16 520c with sho it liked to be on 20 to get on plane, and ran best about 9-11 on gage

My 2016 520C with atlas and 250 Sho ran best at 13 on the dial the best I ran was 74 with a 25 pitch Fury. Would run 71 with a tournament load all day.
The number doesn’t really mean anything . It’s just a reference from a known spot. Measure at a a number you pick and go from there
