Id suggest a fast-action rod capable of throwing down to 1/8 oz...I know Falcon makes a spinning rod model just for shaky heads, not sure abt the casting models.
I use an st.croix avid med light fast action. I also use a med spinning rod too. I like the whip of the med light, I can make the line dance and shake it. It also makes it easier to pitch and throw.
Check out the Falcon Cara Finesse Jig rod. they do really good withh shakey heads.

Falcon's 5-167 weightless worm rod works great for shakyheads on a casting rod.
You need a spinning rod the fall is vertical and the fish will bite it better that way .
