try spaying with oily scent. Salty baits go bad as time goes by all the salt comes out, but they should absorb the scent like a sponge and still work.

if they are in the original bag I'd switch them to another bag... the bag and worms can react together making them sticky...
they can be refreshed with some worm oil... stanley or producto come to mind... might want to try some smelly jelly sticky liquid too... that will really get the stink on them but don't over do it...
I've been using the Producto oil on baits I'm digging out of the basement this winter...
