I would surely think so. The "illegally" part would depends upon that states laws. Most neighboring states have a reciprocisy laws with Virginias CCWs but not every state does

NC honors the VA Concealed Premit. With out one you can carry with the weapon in open site on the seat loaded. If stopped let officer know you have a weapon in the car on the seat or dash keeping both hands on the wheel with lights on the inside of vehile if at night and window rolled about 1/2 way down on the the drivers side. You know the deal. NC is a little funny, can carry open with out permit. Traveling in states the do not honor Concealed Carry I wrote AG of the state like alot of the Yankee States and was told "We recommend it be in a locked compartment not readly to driver in an unloaded condition, with the clip or mag in another location not reachable to the driver"Watch out for DC, NY and some of them they will bust you but for a weapon.

Also, back to the root of your question... I spoke with my neighbor, a VDGIF officer, and he said it's illegal to carry a handgun or rifle in your boat, said shotgun is the only legal weapon in the boat.
I'd have to disagree with your neighbors interpretation. The very same regulations that address hunting with shotguns from boats, also state that a valid CCW holder may "possess and transport a loaded concealed handgun"
If there is a regulation that specifically removes a CCW holders rights to carry anywhere in the state (ie bodies of water) I am unaware of it. Please ask him for that regulation.
I have looked that the Virginia regulations for CCW. The only places in the state that you may not carry are: Bars, private propery where the owner has posted its prohibition, Church, Courthouse, School property (OK if in the vehicle), and an airport. that is Va regulation 18.2-308

I sure hope so Greg, it certainly makes sense to be able to carry. The longer I do this the more I see a need for having a gun on my hip when I stop at the gas pump at 4:30 in the morning. I foresee in the future someone thinking they want my boat more than I do, and it'll be up to me to prove them wrong!
