it wont start until you shoot some gas or either down the throat of the carb the when it starts it skips then it will level out after it starts the first time it is ok the rest of the day but it seem to have a skip a wot all of this has happen after this ign mod was replaced for a no start problem about 3 years ago

I have a couple of questions, Are you sure the choke is closing completely?
Has the motor ever set for any length of time?
as far as i can tell it is closing completely and as far as setting up I use it year round for duck hunting and running the rivers fishing
Remove the air horn and make sure the choke is closing completely.
One other thing, have you had the valves adjusted lately?
it has never had the valves adjusted
You might want to have them adjusted.
what are the clearences intake and exhaust hot and cold
Yep , the valves will make a world of difference!
I was off on that, the intake is 0.004 and the exhaust is 0.006.
pulled the air horn off and the choke is not closing at all the spring on the choke is broken how hard is it to replace it
It will take some time but how long depends on your ability.
