I think the biggest problem that you are having to deal with is that the roadway in front of your residence is a public street and anyone can park anywhere as long as they are legal in the way they park. Just out of curiousity, is the trailer parked as such that the towing vehicle would be facing the proper direction (going with traffic flow) if they are connected. You might check to see if the trailer is displaying current state registration. Here in Texas vehicles/trailers can be red tagged if they aren't displaying a current number plate and then towed after a certain period of time. Is the trailer being lived in, if it is, there might be a health code violation. The biggest problem in giving legal advice is that laws differ so from state, so info that I might provide may not apply under yours states penal code. Also it might help to contact someone from your local planning and zoning comission.

If you are still interested, I actually met my county zoning enforcement officer on here. He is looking into the situation for me and will have it resolved by this friday, but thanks again it was much appreciated.
