94/95 evinrude v-4 90 hp, idle/ top end problem

Got this boat running again, its a 1995 v-4 90hp. Background: new plugs, cleaned fuel tank, new fuel servo/oil mixer, new few line from tank and bulb, rebuilt carbs, new head gaskets. Starts up and runs pretty good but does take a good bit of choking/ high idle to get going, dosent miss fire. The hole shot on the boat is very sluggish, and top end speed is not there (30mph) should be around 10 more mph. Going to do some checks but leaning that the ignition timing is off. What checks should I do before taking it some where and getting it checked out/ timing set. I know theres special tools/ procedures involved that I cannot do. All the above background work was done by my friend and I.

Sounds like you need to do a sync n link and you'll need a manual for that. That syncs up your linkages with the timing and carbs.

did that, but in the processes of trying to get the boat running the ignition timing rod was adjusted. then placed near where it was, so no telling if its off...

A timing light is needed for that.
