Rusty.. HELP! Charging system on an Evinrude 150

Rusty,

My Evinrude 150, model number VE 150ELETG does not seem to be charging according to the dash mounted volt gauge. Varied RPM's shows no chang in the voltage reading. What steps are need to to isolote the faulty component/s. Can this be done with a volt meter and test light or will I need a charging system tester of some sorts.
