I've just received my '10 renewal form for a Potomac River Fisheries Commission license and inside is a flyer announcing: New Federal Law Affecting Potomac River Fishermen. What the heck is going on with this? It appears that ANYONE who may INCIDENTIALLY catch anadromous species of fish (like Stripers) must register with the Feds. So if you fish for bass in waters that anadromous species of fish like Striped Bass, Shad or River Herring may be found, registration is required.
Supposedly, the new regulation is to monitor the RECREATIONAL impact on saltwater fish. While this seems a good idea, I would think application of the regulation shoud be on SALTWATER anglers that fish saltwater (I suspect this is a precourser to a Saltwater Fishing License), not on freshwater anglers that are not targeting anadromous species, but may encounter a small number as incidental bycatch.
BYCATCH being the key word here on my objections, as the Federal Government is NOT interested in incidential bycatch for commercial fishermen. We all know how much sealife is caught in commercial nets and discarded overboard as trash, so WTF are the Feds interested in the incidental bycatch of RECREATIONAL fishermen. Really, how much impact do we have? Most of us release unharmed our indicental bycatch as well as our "targeted" species.
Every fisherman on the Potomac will need to register, just in case you catch a Striper unintentionally. I think that's a bit much, but then again - it's the FED'S, they are not know for sensibility. Don't forget to register - it's FREE - FOR 2010 ANYWAY. Anyone fishing TIDAL WATER regardless of the State you're in will need to register. I believe the Fed has visions of greenbacks dancing in their heads, in the very near future.
