Anyone with a fuse panel like this?

I have a 2001 multi species 205 and I'm hoping someone can explain to me how this panel works. I wanted to check a fuse but I'm not sure how they come out. I unscrewed the rubber cap and can see the fuse but it doesn't want to come out. Am I missing something or doing something wrong? Thanks
