I know i have rot because i had a steady faint drip coming down under the anchor bolt and after i got around to tighten it ( might have been loose for more than 2 years for all i know ) and drying it out i noticed that when i tighten the upper anchor bolt that it 'crunches' and it takes more to close it ( turns ).

Assuming the rot is local to the anchor bolt, what options to i have without yanking out the entire transom ?

Help !!!! Please.
