bogging down problem '86 Johnson 90 horse

My engine is an 86 Johnson 90 horse-- Model Number: J90MLCDC 1986.

It starts fine, but when I push the throttle forward I don't get full power. It bogs down. --So the throttle is full but it doesn't even have enough power to get on plane. Sometimes it goes and then cuts back. I have changed gas and checked plugs. It does not stall; it just can't get out of the hole.

I saw a post about a timing wheel/heat soak. Is this my problem?

Not on that motor. First thing to do is pull the air box off and make sure your carbs are opening fully when you move the throttle to wide open. If they are when you go to the lake and apply throttle and she won't go hit the choke and see if she picks up if she does you have a fuel delivery issue if it doesn't pick up you have an electrical issue.

I checked the carbs and they open all the way. I changed the plugs and fuel filter. When I pushed the throttle forward, the boat wouldn't plane, choked it, and it got up. I had to choke it a couple of times for it to run full, and then it would die back down. I repeated this three or four times and then it stayed on plane at full throttle. I throttled back down to neutral and then back to full without choking and it ran on plane and stayed on plane. I think it may have just been bad gas. (I bought boat a month ago and previous owner left gas from around February in it.) I think I may have burned some of it. We'll see if its still good next time.
