    what is the purpose of a water dam?

    The top one in both sides are a bit melted. I'm going to replace them.

    What is their function in the block?

    Are you talking the rubber deflectors that fits in the water jacket?

    The water dam directs cooling water where it needs to flow.
    Without them there would be "hot-spots" on the cylinder walls and very likely overheat alarms happening.
