i have a motor with model # E28ESLESM and sn: R08559742 and i need the year,hp,spark plug and gap,and oil mix info and any user info that may help me with this motor?

That is a 1990 model.
Spark plugs gap at 0.030.
Fuel and oil mix is 50:1, one pint of oil to six gallons of gas.

1990 yr. 28 HP.
I would use Champion L82C plugs.
Oil mixture 50:1 (1 pint oil to 6 gallons gas).
Use a TCW-3 RL oil (Evinrude/Johnson XD 30 meets that requirement).
