What is the max rpms on a 04 150 vmax carb and minimal water pressure at wot

Right now im running 5600 rpms and 12 to 14 psi at wot ranger 185vs 8 inch jackplate 24 pitch tempest 3.75 below pad the doesn't want to bite at mid throttle but does good at wot should i lower the the motor or change props out
